They are always in some way severely prevented from being either Pure Evil, Near Pure Evil, or Inconsistently Heinous such as having strong redeeming qualities and/or a moral agency which categories the heading list under this sentence.
They cannot stand out with their crimes in comparison to others.
They can only be above average if they have other preventions from being Pure Evil, that doesn't make them to be even Near Pure Evil or Inconsistently Heinous.
In addition to failing the heinous standards, characters have to have pages on either Villains Wiki or Villains Fanon Wiki in order to be here. While Near Pure Goods who are redeemedvillains can have pages here, they also have to commit a few minor Villains Wiki/Villains Fanon Wiki-worthy acts within the narrative of the work that they're in prior to their redemption before they can qualify to be here.
One point: video game villains that in one route meet the criteria to be Inconsistently Heinous, Near Pure Evil or even Pure Evil, but in some of them they don't reach any of them can only have a page on this wiki page if the route in the end meeting the criteria is not the true route established by the creator.
