There are villains who aren't quite heinous enough to be Inconsistently Heinous, Near Pure Evil, or Pure Evil, but still serve as an example of how bad a villain can be relative to their work. As such they serve as a benchmark for the heinous standard on what a villain has to do in order to surpass, as these villains likely would stand out in other works, but are overshadowed by more heinous characters. Make no mistake, just because these villains aren't the worst of the worst does not mean in any way they should be overlooked, many are still extremely sinister and iconic.

Rob, briefly known as Dr. Wrecker, is the main antagonist of Cartoon Network's The Amazing World of Gumball franchise. He was initially a minor character, but as of the episode "The Nobody," he became Gumball Watterson's arch-nemesis.

Rob was banished into the Void for being one of the world's "mistakes", implicitly the result of being a nondescript and unused character in the show, but he managed to escape via holding onto the back of Mr. Small's van Janice, resulting in his disfiguration. He found a role to play in Elmore as the arch-nemesis of Gumball, bitter and seeking revenge over his abandonment; this also allowed him to have an identity and sustain his existence within reality.

He was voiced by Charles Philipp. As Dr. Wrecker, he was voiced by the late David Warner. In his Superintendent Evil disguise, he was portrayed by Garrick Hagon.
