Vice Admiral Edmon Rampart is the main antagonist of the 2021 Disney+ animated Star Wars streaming series Star Wars: The Bad Batch, serving as the main antagonist of Season 1 and the first half of Season 2, and a supporting character in Season 3.

He is an Imperial officer who served the Galactic Empire in its early years, and is the head of Project War-Mantle, a recruitment initiative in which Rampart is responsible for the creation of Stormtroopers that would gradually replace the Clone Troopers of the Old Republic over the course of the Imperial Era.

He is voiced by Noshir Dalal, who also voiced Charles Smith in Red Dead Redemption II and Adrian Graye Vernworth in The Owl House.

His Villainous Deeds[]

  • While he initially started off as loyal to the Empire, had good intentions and a few standards, such as implementing chain codes for the Empire and keeping Nala Se as a scientist for future use, he completely subverts them all in Season 2, as he starts becoming increasingly worried about his own reputation and would kill anyone that would reveal it, even Captain Wilco who was willing to report to Tarkin about the survival of Clone Force 99.
  • As is commonplace for Imperials, he is strongly prejudiced against clones.
  • He recruites four soldiers and sends them and Crosshair to eliminate Saw Gerrera's rebels.
  • He is at the forefront of the replacement of clones with stormtroopers, which is implied to be more out of a personal hatred of clones rather than an actual belief that recruits will be superior.
  • He usurps Lama Su as the person in charge of Tipoca City and then orders Crosshair to eliminate Clone Force 99 on Bracca.
  • On Ryloth, he orders Crosshair to shoot Senator Orn Free Taa in the head (despite Taa being an Imperial sympathizer) and frame the Syndullas for it; Taa only survives due to being immensely fat.
  • He tells Captain Howzer to arrest all of Cham Syndulla's supporters, which Howzer refused to do only because he supported Cham.
  • He gives Crosshair permission to hunt down his brothers.
  • He demotes Lama Su from his role of Prime Minister and has him arrested for failing to capture all of Clone Force 99.
  • He fires on Tipoca City so that no more clones can be bred.
  • He admits that he doesn't care about Crosshair and would not hesitate on leaving him to die in the destruction of Tipoca City.
  • He cowardly kills Captain Wilco just so that he could save his own skin.
  • After Crosshair returns to Imperial service, he orders him to go to a mission to rescue Governor Grotton on Desix, which allowed him to kill Governor Tawni Ames and put Desix under Imperial control.
  • He pushes for the Imperial Defense Recruitment Bill to be passed by the senate so that the clone army can be decomissioned in favor of an army of conscripted soldiers.
  • He ordered Clone X to eliminate rogue clones Cade and Slip when they conspired to expose him before the Senate, and attempted to do the same to Senator Riyo Chuchi.
  • Although he sways multiple senators to his side, it’s pragmatic since he wants them to save his own reputation and they rightfully betray him after finding out he destroyed Tipoca City.
  • He tries to defend himself when Riyo Chuchi accuses him of being the destroyer of Kamino and after getting exposed, he doesn't show any remorse for his crimes and barks at the Coruscant Guard to release him before he is taken to Imperial custody.
    • While he may be considered a scapegoat due to having all of the credit taken from Palpatine in his Project War-Mantle and being put in a war camp, he subverts all sympathy he may have had when he attempts to regain his rank in the Empire and throws Clone Force 99 under the bus.
  • In the end, he was ultimately successful in decomissioning the clones, as Emperor Palpatine pretended to mourn the losses on Kamino, only to use their following Rampart’s orders as an excuse to decommission them. This eventually resulted in a clone uprising, as well as a homeless clone trooper begging for money on the streets in the Kenobi series.
  • He was very rude to the other prisoners during his imprisonment. When one of his cellmates, an Ugnaught foreman, lectured him for blowing a pipe, Rampart just blamed him for slowing them down.
  • Although he does team up with Clone Force 99 against Dr. Royce Hemlock, it is purely for pragmatic reasons because he never lets go of his hatred towards clones. Also, he was willing to escape instead of help them defeat the clone assassins.
  • He demands information on Project Necromancer and why it’s so important for Nala Se. When she refused, he shot her, but not before she activated the bombs and took his life along with her.
    • This was also done in an attempt to regain his rank in the Empire due to feeling looked down on by Dr. Hemlock.

Why He Doesn't Stand Out?[]

  • Although he certainly pushes enough boundaries to go beyond standard villainy (due to the effects that his decommissioning of the clones had on society) and has a higher kill count than Keeper Agruss and Pong Krell despite having less resources than both of them, he still fails the high heinous standards to Moff Gideon, who does worse by driving the Mandalorians to near-extinction with the same resources, making Rampart's destruction of Tipoca City not that bad when compared to Gideon's intended genocide against the Mandalorians.
    • He also fails to Grand Moff Tarkin because his worst action of destroying Tipoca City was under his orders, which themselves were likely under Palpatine’s orders. He doesn't show any sadism in doing said act and only does it because he's doing his job. He even admitted that he was only ordered to do so as he was getting arrested.
    • Also, the few acts he does that are not ordered by Tarkin they don't pass the huge heinous standard of the Star Wars franchise as they're commonplace and have been done by many other villains (and in some cases, even worse than what Rampart has done).
    • He also fails the high standards to the other main antagonist of the series, Dr. Royce Hemlock, who is a much more personal and sadistic enemy to Clone Force 99 and the Clone Troopers as a whole and is responsible for Palpatine ultimately coming back to life decades later. While it may be for pragmatic reasons, Rampart does ask why he is so obsessed with Omega when confronting.
  • He's only an extremist because he genuinely wants the Empire and its people to prosper, at least at first. He doesn’t fully subvert this redeeming quality until Season 2 since he only tried to kill people that actually opposed him and spared other civilians that had nothing to do with him. It is not until season 2 that he begins to attack innocent people unprovoked.
  • He has a few Pet The Dog moments:
    • He gave the sole survivor of Crosshair's Elite Squad time to escape Kamino and intended on keeping the squad in Imperial service after the clones get phased out, showing that he does care about them.
    • He had Lama Su imprisoned on Coruscant instead of executed or sent to a labor camp.
    • Despite leaving Crosshair for dead, he lets him rejoin the Empire due to his loyalty and willingly pairs him up with Cody and other clones for one mission.
  • Despite being taken completely seriously in the first two seasons, he is now too comedic to be considered PE or NPE as he is subjected to numerous comedic moments in the final season such as:
    • He becomes extremely disheveled while in prison and butts heads with his fellow prisoners.
    • His reunion with Crosshair and wondering why he was after him before he gets stunned and dragged out of the truck and into Phee Genoa’s ship by Hunter.
    • Being treated as a butt monkey since he is consistently punched by Crosshair and Wrecker for their own enjoyment.
    • Clone Force 99 always teasing him on the way to Mount Tantiss, such as calling him a hydro snake and dead weight, Hunter asking him if he wants to go back to prison and Crosshair telling him that he’ll get left behind if he falls behind.
    • Being reminded by Echo that he got demoted when he was forced to wear a Captain’s uniform.
    • Tricking Lieutenant Holmes into believing he and Clone Force 99 were a classified unit, which allowed them to enter the Coruscant docking bay.
    • Immaturely screaming from the top of his lungs when he was about to crash land into the jungle. Hunter also told him not to crash into anything.
    • After crash landing on the surface, Hunter quips that Rampart “unfortunately” survived, offending the former Admiral.
    • When encountering a beast in the jungle, he almost screamed again only for it to be muffled by Wrecker, and he tried to run away but got captured.
    • His conversation with Dr. Royce Hemlock, as the doctor mocked him for not being a vice admiral anymore and allying with Clone Force 99 and indirectly motivated him to try to get back his rank after telling him that Project Necromancer was why he wasn’t expendable.
    • His death scene, as he realizes Nala Se (who he just shot) was holding a live grenade, which detonates and kills him. His reaction to the grenade is notably played for laughs.

Trivia[]

  • It’s highly speculated by fans that he may be lying about Cody’s disappearance and that he’s dead or brainwashed into CX-2 considering he has a habit of lying such as when he said that a storm destroyed Kamino or killed Wilco to prevent the Empire from knowing the Bad Batch’s survival all just to save his skin. If this were to be true, given that CX-2 died brainwashed, he would be much worse.
