Steven Foster is the secondary antagonist of the Criminal Minds episode "Legacy". He is the submissive partner of serial killer Charles Holcombe, who lures victims under the gist of being a social worker.

He is portrayed by Ronnie Steadman.

His Villainous Deeds[]

  • Aided Charles Holcombe in his crimes by luring homeless individuals and sex workers into his van under the giest of being a social worker, before sedating and taking them to Holcombe's death maze.
    • The total number of victims he lured was found to be 65.
  • Tried to abduct a homeless woman, only to spotted by the BAU and arrested by Agent Derek Morgan when he attempts to flee.
  • While Criminal Minds heinous standard are high, he manages to stand out do to helping Charles with torturing, mutilating and killing dozens.

Why He Doesn't Stand Out?[]

  • He was manipulated into helping Holcombe with his crimes, making it so his heinous acts pass the baseline but fails as he isn't as heinous as Holcombe.
  • He starts to show remorse while conversating with the BAU and partially shows himself to be tragic and an anti-Villain by revealing Holcombe's location.
