Norm is the main antagonist of the We Bare Bears episode "Ranger Norm". He is a golf course planner who plans to tear down the forest with a bulldozer and build a golf course in its place.
He was voiced by Rob Huebel, who also played Terry Lizer in Big Mouth.

- He pretends to be Ranger Tabes' substitute ranger when she leaves for Ranger Con, being known as "Ranger Norm" and faux affable to both Tabes and the Bears who do not suspect anything as they believe that he is just an awkward, yet friendly newcomer forest ranger.
- He is in fact a golf course planner who seeks to illegally demolish the forest and build a golf course in place of it for his own selfish agenda, as revealed when he is on a phone call with his boss.
- After the Bears discover his true nature, he comes across them spying on his phone conversation and steals the conch from Grizz after he tries to call Tabes for help.
- He chases down the Bears on a bulldozer and tries to kill them with the vehicle, destroying everything in his path while doing so; and after the Bears lure him away from the forest to a clearing of boulders, he prepares to finish them off with a giant golf putter on the bulldozer.
- When Tabes and the rangers from Ranger Con arrive to help the Bears and stop him, he threatens to self-destruct the bulldozer and take the entire forest with him after getting surrounded, being aware that this action would kill the Bears, Tabes, and the Ranger Con Rangers along with himself.
Why Doesn't He Stand Out?[]
- While he passes the baseline due to threatening to blow up his bulldozer which would have killed everyone trying to stop him and destroyed the forest, he fails the heinous standard to Ralph, who tried to uniquely kill five people by sending them falling off a cliff, and Agent Trout, who attempted to kill Grizz and his brothers along with the other captured bears by leaving them all to die in a wildfire out of spite for ruining his plans.
- He has a comedic defeat, with Ice Bear utilizing his golf club to hit a golf ball into his face and knock him out.
