Mike Toreno is the overarching protagonist of the 2004 video game Grand Theft Auto: San Andreas, the seventh installment of the Grand Theft Auto video game series.

He is an enigmatic figure who is initially presented as the leader of the Loco Syndicate organization, but is later revealed to be an undercover agent working for an unknown "government agency", which aims to ensure the maintenance of the country with the effort of balancing the crime system across America.

He is voiced by James Woods, who also played himself in Family Guy, Falcon in Stuart Little 2 and Gloomius Maximus in Rolie Polie Olie.

  • To fulfil his goals, he resorts to violent and destructive methods, as most of the tasks he assigns Carl with involve the latter destroying federal properties and killing several officials, making Mike partially responsible for Carl's high kill count. Plus, he even knew that ordering Carl to kill multiple agents would likely have resulted in some international incidents, yet he chose not to care and went through with having Carl murder officials anyway.
  • When he was the leader of the Loco Syndicate, he joined Big Smoke's drug empire and helped him sell drugs across Los Santos.
  • He openly admits to letting good people die.
  • He exemplified the murder of a police officer named Ralph Pendelbury, who was killed by Frank Tenpenny and Eddie Pulaski because of Ralph discovering the duo's evil sides, and Mike even had the chance to stop Tenpenny and Pulaski from murdering Pendelbury, but he chose not to.
  • He frequently insults Carl's mother just to hurt his feelings.
  • He threatened to have Sweet raped and killed if Carl did not come to the ranch and do the tasks, though this is subverted with Toreno's latest actions of releasing Sweet and displaying honor to Carl.
  • He left Carl with the military jet he stole once his task is accomplished, and refused to admit that it was his fault, pinning the blame on Carl as a result. However, this only happened when he ensures Carl is able to safely land on the desert strip.

Why Doesn't He Stand Out?[]

  • While he passes the general standards due to getting multiple officials killed through Carl, he still massively fails the heinous standards to Toni Cipriani, Carl Johnson, Frank Tenpenny, Catalina, Marty Jay Williams, Donald Love, Big Smoke and Eddie Pulaski, who all do way worse than him with less resources.
  • He suffers from Fridge Horror as although him having Carl kill multiple officials could result in a variety of international incidents, it's not clear how bad these would be.
  • He is a well-intentioned extremist and anti-villain, as his main goal is to ensure the maintenance of the America and protecting it from the inner and outer threats. Plus, the only reason he lets good people die for his own personal gain is because he wants to balance the crime system throughout America. While he joined Big Smoke's drug empire and collaborated with a few criminal organizations, this was only so that he could prevent any further expansion of these criminal actions and keep them in line, and him having Carl destroy planes and murder innocent agents is only done to prevent the expansion of enemy agencies and finance the nearby militaristic dictators that would pose threat for nearby regions and America itself.
  • He is On & Off, committing many heroic deeds such as defending America from threats, allowing Carl to destroy the establishment of the Loco Syndicate and being responsible for the defeats of both Frank Tenpenny and Big Smoke, causing C.R.A.S.H to be run out of business.
  • He has a genuine friendship with Carl, as he never holds any grudge against him when he repeatedly tries to assassinate him and does not become vengeful despite easily being able to get rid of him and his friends, and he even offers him collaboration with the promise of releasing Sweet Johnson from incarceration if Carl carries some tasks for him. He also serves as a father figure for Carl, giving him life advice that would be useful to him.
  • He is generally very honorable, as he never betrays Carl when he completes his tasks for him and keeps his promise to break Sweet out of jail and give him his free will back, causing Carl and Sweet to reunite and work together to take down Ballas, Los Santos Vagos, Big Smoke, and Frank Tenpenny.
