Mayor Susano Shelbourne is the main antagonist of the Cloudy with a Chance of Meatballs franchise.
He first serves as the main antagonist of Sony Pictures Animation's 3rd feature film Cloudy with a Chance of Meatballs and its video game adaption and a recurring character in its prequel series.
He was voiced by Bruce Campbell.

- He manipulated Flint Lockwood to continue using the machine even though Flint warned him that the machine was getting unstable.
- He used the machine to make large pasta and a Vegas all-you-can-eat buffet, which caused the machine to go haywire and try to end the world with food.
- When Flint came to shut the machine down, he tried to murder Flint with a radish but hit the satellite dish instead, preventing Flint from communicating with the machine.
- After a food storm wrecked part of the town, he put all the blame on Flint for it.
- When all of the islanders were building boats to escape the island, he cowardly head off on a food boat he made.
- Although he does try to make the island popular again, it's just to boost his reputation.
- In the post credits when Earl tried to arrest him he escaped thus making him an Karma Houdini.
- While he makes a cameo as a seemingly benevolent hot dog vendor in the sequel in the credits, there is no indication that he redeemed himself and is likely just trying to start a new business. He is also likely the same slimy and manipulative corrupt official that he was before.
Why He Doesn't Stand Out?[]
- Him nearly ending the world due to the FLDSMDFR was entirely unintentional and it doesn't pass the apathy baseline due to him not acting like he intended it, with the rest of his acts amounting to generic cowardice and generic "Kill the Hero" villainy, making him bog-standard.
- He's way too comedic to be PE or NPE, as he has a running gag of constantly getting fatter due to his gluttony, and his worst act of leaving the town being presented in a darkly comedic way.
