Lady Cassandra O'Brien.Δ17 is a minor antagonist in the Whoniverse, appearing in the Doctor Who episodes "The End of the World" and "New Earth". She is an opportunistic aristocrat aiming to maintain her wealth and survival by any means.
She was portrayed by Zoë Wanamaker as her original self, Billie Piper while possessing Rose Tyler, David Tennant while possessing The Doctor, and Sean Gallagher while possessing Chip.

- As a guest on the space station Platform One during the imminent end of Earth, she commands the Adherents of the Repeated Meme, robots disguised as guests, and has them insistently bestow "a gift of peace, in all good faith" to each guest in the form of metallic orbs, which contain metal spiders smuggled aboard to wreak havoc.
- The spiders navigate through the vents, killing the plumber Raffalo in a horde, and sabotaging the station's sun filters so that they are forced to lower against the will of the station's steward, who is incinerated in his office, and the Doctor's companion Rose Tyler is almost pettily killed the same way after being incapacitated and locked in a viewing gallery by the Adherents merely for insulting Cassandra.
- When the Doctor exposes her, she threatens to have him sprayed with acid, and disdainfully explains to him and her other projected victims that she will stage herself as one of them for compensation and tripled shares in her rival companies so that she can fund more surgeries and keep living, and then has her spiders disable Platform One's force field, after which she leaves them for dead (also violating Platform One's law against teleportation in the process).
- Platform One was left vulnerable to the Earth's impending end, and the resultant critical heat levels kill several guests, including Jabe, who sacrificed herself to help the Doctor (and was also the first to be recalled by him for doing so when prompted by Davros).
- Her first 'death' is played for satisfaction, as while she is bragging about her supposed victory, the Doctor summons her back to Platform One without her assistants to moisturise her, a moment after which she succumbs to the heat in a gruesome fashion while vainly complaining about being "too young" despite being thousands of years old.
- On New Earth, having been rebuilt, she aims to exact revenge on the Doctor and Rose for her defeat, having spent years thinking of ways to kill them.
- She and her clone servant Chip lure Rose to her hideout underneath New New York Hospital, after which Cassandra captures and possesses Rose via a psychograft, another banned technology, ignoring that Rose will get compressed to death if possessed for too long.
- Possessing Rose, she incapacitates the Doctor and traps him in a cell to be infected with every disease in the galaxy.
- When confronted by the Sisters of Plenitude, she tries to blackmail them by demanding money from them in exchange for keeping their secret, and when that fails, she has Chip release some members of the Flesh to cover her escape, and the Doctor being amongst those released is merely convenient.
- One of the Flesh then sacrifices himself to release all the others, forcing the Sisters to quarantine the building and causing several deaths.
- Though Chip is devoted to her, she hardly cares about him in return for being short-lived, which she uses as an excuse to abandon him when they get separated during their escape from the Flesh, and when he survives this and happily reunites with her, she only openly cares about how he willingly volunteers to be her next host.
- At her most admirable, she is merely a hero by proxy, as she only helped the Doctor with curing the Flesh for her own survival; she is also visibly annoyed when the Doctor tells her not to deny the resultant new humans for not being "pure" like she prided herself on being.
Why Doesn't She Stand Out?[]
- While she passes the baseline with the dozens of deaths that she caused for her own wealth and survival, as well as having low resources, she still greatly fails the astronomical heinous standards of Doctor Who, particularly to Max Capricorn, another petty businessperson, who had almost everyone on one of his Cruiseliners killed, which he then tried to crash into Earth and frame his former board of directors for mass murder just to get back at them for dismissing him, which would have permanently irradiated London and started a chain of more devastating consequences for Earth, as shown in the episode Turn Left.
- While it doesn't excuse her crimes, she is minorly tragic as deep down, she is driven by a desire to feel loved.
- Able to access her hosts' memories and thoughts when possessing them, she was genuinely horrified to learn how lonely the Flesh were, having never known physical affection in their lives before they were cured.
- Her last moments are played sympathetically; upon possessing Chip, who then begins failing as his already short life has been drastically cut even shorter by the stress of evading the Flesh, she finally accepts death and is given a chance by the Doctor to tell her younger and fully human self how beautiful she looks as consolation, upon which she dies, her former self desperately calls for help, and Rose and the Doctor express sadness as they leave.
