Kenny Brian Meaner, better known as Mr. Meaner, or by his supervillain alter-agos Flabby Flabulous and Blah Borelock, or his superhero alter-ago Sergeant Boxers, is one of the two secondary antagonists (alongside Jessica Gordon) of The Epic Tales of Captain Underpants, the Netflix series adaptation to Dav Pilkey's Captain Underpants book series.
He is George and Harold's grumpy gym teacher at Jerome Horwitz Elementary School, who, like the rest of the staff, is sadistic and abusive and hates children. He also has multiple villain-alter egos such a villain with an huge butt that smashes things known as Flabby Flaubous, and a warlock who bored people to stone with boring stories known as Blah Borelock. He is also the superhero known as Sergeant Boxers, who is Captain Underpants' replacement superhero.
He was voiced by David Koechner.

In General/Background[]
- He is very rude and abusive to his students, forcing them to do PE for the rest of their lives if they don't pass.
- While he was on vacation, he caught and sent Chupacabra's mate to the pound, causing Chupacabra to come and hunt him down.
- While he says he is remorseful for this, it was purely out of fear from Chupacabra and wasn't genuine. This makes it especially worse, considering how Chupacabra and her mate weren't doing anything harmful.

- In "The Frenzied Farts of Flabby Flabulous", after turning into Flabby, he attempts to kill George, Harold, and Captain Underpants out of spite.

- After turning into Blah Borelock in "The Bad Beat of the Blah Borelock", he petrifies all his students and states he plans to do the same on the rest of the world's population to make the world his "captive audience" to his boring stories.
Why Doesn't He Stand Out?[]
- While he passes the basline due to attempting to petrify the whole population, he fails the heinous standard to Melvinborg, who took over Jerome Horwitz Elementary School and brainwashed everyone in it simply so he could have his younger self get approved for Ellitenati Academy, Squorg and Garg, who attempt to enslave all humanity, and many other villains throughout the series.
- He is affable at times, such as when he accidentally run over numerous objects in the school and apologized.
- He is On and Off, sometimes being the hypnotic superhero alter-ego Sergeant Boxers.
- He has way too many comedic moments to even list them all.
