Justin Hammer is a supporting antagonist in the Marvel Cinematic Universe.
He is Tony Stark's business rival and the owner of Hammer Industries. When Stark leads him to lose his contract with the U.S. military, Hammer joins forces with Ivan Vanko to destroy Stark and his legacy. He also created the Judas Bullet that Diamondback attempts to use to kill Luke Cage.
He is portrayed by Sam Rockwell.

In General[]
- Though Vanko does worse than him, he has more screentime, more personal villainy towards Tony and relies on Hammer's resources. However, of the two he has more connections given his military contracts.
- While All Hail the King shows him in a relationship with a fellow inmate, it's too ambiguous to say if he genuinely loves him, as they aren't given much screentime.
The Incredible Hulk[]
- In an attempt to discredit Tony Stark's Iron Man, he was hired by Thaddeus Ross to develop a single pilot close-quarter combat vehicle with full protection and attack capabilities.
- Soon, both Hammer and Ross presented the vehicle to Stern in Washington, D.C. and James Rhodes. However, despite Hammer's claims that the vehicle was not vulnerable to surface-to-air attacks, the Congolese Army was able to shoot the plane down during its first mission, leaving the pilot alone in hostile territory, leading to Stark being sent in to successfully rescue the pilot.
Iron Man 2[]
- As Iron Man become more popular, Hammer read a newspaper article about the apparent impossibility of recreating the armor, angering him.
- Hammer tried to discredit Tony again by secretly focusing Hammer Industries' resources into building their own version of the Iron Man suit with a new Arc Reactor, which was something many governments were attempting to do. The prototypes were unsuccessful, however, and during one test flight, the suit malfunctioned, twisting the pilot's body and seriously damaging his spine, although he managed to survive.
- During the senate meeting, Hammer was called as an expert to prove that Tony Stark's ego and his monopoly on his Iron Man armor was now a danger for the United States of America, as part of Stern's attempt to force Stark to give the Iron Man suit technology to the government.
- Argued that all Stark's efforts as the Iron Man were not good enough to protect the world, noting that due to the creation of Iron Man, there would be threats which Stark would not be able to foresee, claiming Stark keeping the armor was selfish and dangerous. However, he was utterly humiliated when Tony used J.A.R.V.I.S. to hack the screens and show Hammer attempting to also recreate the Arc Reactor and armor technology, but ending up injuring the pilot's spine. He also has the audacity to save face by confirming the pilot's survival but to no avail.
- Resorted to extreme measures while he and his assistant Jack watched Iron Man fight Whiplash. Hammer was impressed with Vanko and planned to break him out of prison, while at the same time place a fake Whiplash to take his place so that they could perform a fake death.
- His association with Vanko is transactional, as it is based on a desire for power revenge against Tony than genuine loyalty. Their deal was if Ivan made a huge army of drones (known as Hammer Drones), they would use them to put an end to Tony's career.
- What Hammer didn't know was that Vanko was planning to betray him and destroy Tony with the drones. Plus him getting Vanko a pet bird is a reward for the latter's hard work in their schemes and Vanko later betrays and disobeys him near the end of the film.
- Enraged that Vanko lied to and let him down, he stormed into his company's headquarters, straight into Vanko's room and ordered his two security guards to confiscate his bird, pillows and shoes, to prove a point and angrily berates him for going back on their deal. When Vanko spoke back to him in Russian, he lost his temper and reminded him he isn't fluent in Russian.
- As Hammer attended the Stark Expo, he stepped onto the stage with a brief and goofy introduction where confidently he danced on stage to music, trying to one-up Tony Stark's own presentation a few months earlier. While not villainous, it was still arrogant and petty.
- Wanting to spin the narrative with a better story, he proudly showed off all the newest technology from Hammer Industries as all of the Hammer Drones were presented to the audience while explaining which military force they were in-Navy, Army and Marine Corps, in order to replace human soldiers.
- When confronted by Tony, whose now aware of his collusion with Vanko, he initially tried to downplay it and play dumb about knowing of Vanko's survival, but Vanko activates the Drones and of Rhodes' armor, starting a massive attack on the Expo.
- As the attack started, Hammer dove to safety off the stage as his drones fired upon the audience causing a large battle to unfold
- Tries to force Pepper and Natasha to leave so he can resolve the situation, and while Natasha puts him in armlock, it's to force him to give up Vanko and is justified as he refused to cooperate prior.
- While Pepper does the call police and he is later arrested, it was well-deserved and played for satisfaction along with his other setbacks. As he was taken away, Hammer assured her that this was no problem for him and promises revenge on her and Tony, all while showing zero remorse for his actions and refusing to let go of his hate for Tony.
Luke Cage[]
- As the CEO of Hammer Tech, he is somewhat responsible for them recreating the Chitauri weaponry and illegally selling them to the streets of Harlem, New York to criminals like Cottonmouth and Diamondback, giving them the dangerous means to fight and hurt Luke Cage.
Why He Doesn't Stand Out?[]
- While his personal villainy towards Tony and alliance with Vanko allow him to pass the baseline, he fails the heinous standards to Obadiah Stane and Aldrich Killian. Resources and personal villainy don't help as Stane and Killian have done far worse crimes and their actions had greater effect on Tony and Pepper. Stane is also a head figure in a weapons development company and Killian runs a governtment-funded scientific development company that is secretly a terrorist organization with an army of Extremis Soldiers. Plus many human villains in the MCU have similar or less resources and their actions surpass his.
- He is incompetent and played for laughs, as his attempts to one-up Tony backfire hard and he is quickly betrayed by Vanko. His technology is ineffective and Vanko hacked into the facilities' security systems with little effort and called it "shit".
- He is also too unintentionally heinous. He didn't realize Vanko was making them the drones for his own purposes or was planning to betray him and use them to destroy Tony. But since he knew how lethal Vanko was, this is a minor prevention.
