Joe and Josef are minor antagonists from the 2013 video game Grand Theft Auto V. They founded the Civil Border Patrol, a group that claims to protect America and its values.

In reality, the group is just a cover for their racist actions, as they target and try to deport legal Mexican-Americans based on their prejudice against Hispanic immigrants.

Joe was voiced by Jay Potter and Josef was voiced by Sergey Nagorny.

They founded the Civil Border Patrol, a self-appointed group with no legal authority, under the pretense of protecting American values. However, their true goal is to harass and deport Mexican immigrants, even when those immigrants are legal citizens.
They are hypocrites, as Josef himself is an immigrant, yet he participates in persecuting other immigrants.
They recruit Trevor to help them chase down and capture immigrants, including innocent mariachi musicians and farm workers.
In their final appearance, they are caught threatening a Mexican family, holding them at gunpoint. If Trevor doesn't intervene, Josef executes them, resulting in a mission failure.
After Trevor rescues the hostages and kills Josef, Joe attempts to escape via tractor, and calls Trevor a "dumb Canadian". If Trevor manages to shoot out the tractor's tires, Joe will exit the vehicle and attempted to kill Trevor, before Trevor ultimately kills him also.
Although they have a few comedic moments, such as their ironic banter with Trevor that is meant to satirize real-life bigots with similar beliefs, and Josef accidentally doing a Nazi salute instead of an American salute, their actions are still taken seriously in-universe.

Why Don't They Stand Out?[]

Although they pass the general baseline for kidnapping and attempting to kill innocent civilians, they fail the heinous standards of the Grand Theft Auto franchise to Eddie Low and Peter Dreyfuss, both of whom were serial killers that murdered and brutally mutilated countless people with significantly less resources.
They were genuinely affable to Trevor before he turned on them, inviting him along to help them on missions and attempting to bond with him.
One of them (Joe) seems to have some standards against killing. When Trevor assists them in "arresting" immigrants, Joe advises Trevor to use a stun-gun to non-lethally incapacitate them. However, this is ultimately a minor prevention, as Joe had no problem letting Josef nearly kill the family of 5 and attempted to kill Trevor in their final mission.
