Janette Grayson is a now-former Child Services Officer and is the main antagonist of the season 17 episode "Institutional Fail" in Law & Order: Special Victims Unit. She has been approving reports that takes children to abusive parents and is indirectly responsible for the death of Keesha Houston and about five others.
She was portrayed by Whoopi Goldberg, who also played Shenzi in The Lion King, Stretch in Toy Story 3, Stormella in Rudolph the Red-Nosed Reindeer: The Movie, and Chesley Watkins in Law & Order: Criminal Intent.

- She checked and approved false reports and tasked other social workers to do it, in which the following happened to children:
- It's implied that five children tied in this time.
- Keesha Houston and her brother who where starved & locked in dog cages. Keesha didn't survive.
- An unnamed boy that was "visited" by his case worker even though the family had moved back to their home country the year prior, the boy was starved.
- An unnamed 4-year-old girl that was tortured and has cigarette markings all over her body.
- An unnamed 8-year-old boy that was being forced to drink bleach.
Why She Doesn't Stand Out?[]
- The murder and abuse of children was completely off-screen with only Keesha's death having an impact. She didn't even directly murder them, nor did she want them to be murdered, just abused.
- She's mentally ill, as proven by her mental breakdown.
- She could be seen as an extremist, as while she had her mental breakdown, she makes valid points and tries to make people see the monstrous things social workers go through.
