He is one of the four most dangerous criminals in the world, along with Zaheer, P'Li, and Ming-Hua and serves as a lieutenant of the anarchist terrorist organization known as the Red Lotus. He is the archenemy of Bolin. He also possesses the rare ability of Lavabending.
He was voiced by Peter Giles.

Why Doesn't He Stand Out?[]
- While he does pass the baseline, his crimes of terrorism is shared with the other members of the Red Lotus, causing him to fail the high heinous standards of the franchise.
- Despite how flawed it is shown to be, Ghazan does appear to genuinely believe in his cause and cares about the other members of the Red Lotus.
- He is affably evil, respecting Bolin when he is shown capable of lava bending.
- His death is treated with some sympathy, with him expressing that he would rather die than ever go back to prison and essentially committing suicide.
