Frank Antonio Manera also known as the Cannibal is one of the two secondary antagonists (alongside Eddie Gluskin) of the 2014 survival horror video game Outlast: Whistleblower, the DLC midquel to Outlast.
He is a cannibalistic variant and the first enemy encountered by Waylon Park.
He was voiced by Edward Yankie.

His Villainous Deeds[]
- Killed few security guards with a buzzsaw and was implied to cook and eat them.
- When Waylon encounters him for the first time, he blows up the corpse of a security guard's head and eats his intestines.
- He chases Waylon and tries to kill him.
- When cornering Waylon with his buzzsaw, he throws him into a furnace and attempts to burn him to death.
- He is a Karma Houdini who never dies for his crimes.
Why He Doesn't Stand Out?[]
- While his serial murder and cannibalism made him pass the baseline, he massively failed the heinous standards of Outlast where crimes like serial murder and mutilation were too common for him to stand out.
- He has moral agency issues for being put into the Morphogenic Engine, not realizing his actions and saying non-sensical things concerning food.
