David Norton, more commonly referred to as Dave Norton is one of the tritagonists of Grand Theft Auto V. He's a corrupt official, and the one responsible for the "death" of Michael.

His Villainous Deeds[]

He made a deal with Michael in order to fake his death, whilst also letting him kill Trevor and arrest Brad, only for him to accidentally kill Brad instead, whilst Trevor manages to escape.
When he intercepts a letter from Trevor meant for Brad (whom he thought was still alive), he decided to impersonate Brad in order to keep track of Trevor.
He worked with Steve Haines in order to get more funding than the IAA.
He assisted Michael in assasinating a man called Tahir Javan.
He, alongside the protagonists and Steve infiltrated an IAA research lab in order to steal a nerve gas they were developing.
- When the alarm is tripped off during the IAA infiltration, he, Steve and Michael kill several guards in order to escape.
During a shoot-out at the Kortz Center, he kills several people who were after him.
After Steve kills Agent Sanchez for betraying him, he pins all of his and Michael's crimes on him in order to get off the hook.
He, alongside Steve order Franklin to kill Trevor, due to his psycopathic tendencies making him a liability.
In Ending C (The canon ending), he gets away with all his crimes, recieving no punishment at the end of the story.

Why Doesn't He Stand Out?[]

Like many other characters, he passes the generel baseline but fails the massive heinous standards of Grand Theft Auto to a wide variety of villains, as crimes such as mass murder, terrorism, kidnapping etc. are all very common in the setting.
He is genuinely affable towards the protagonists, with Michael in particular, given he calls him just in order to check on him.
It's shown he doesn't like Steve due to his methods and personality, showing he has standards.
