Cleon, self-stylized as Cleon the Great, is a supporting character in the A Song of Ice and Fire novel series and a minor character in its television adaptation, Game of Thrones.
He was originally a slave and a talented butcher and cook in service to a Good Master. After he gained his freedom from Daenerys Targaryen, he launched a coup to seize power over his home city of Astapor and became its first king. During the Targaryen campaign in Slaver's Bay, Cleon was defeated by the forces of Yunkai, and he was later killed by his own men for his failure.
In the TV adaptation of Game of Thrones, Cleon is an unseen character in seasons 4 and 6. Though he stylized himself as His Imperial Majesty, he was also called Cleon the Butcher.

- Coup d'état in Astafor after Daenerys freed the slaves in the city and installed a council of three men. He murders them and makes himself king of Astafur.
- He kidnaps and delivers the banished good masters' children to be trained to become Unsullied.
- Bring back slavery to Astafor.
- It is very possible that he is working the terror of the Sons of the Harpy in Meereenese to hurt Daenerys' supporters.
Why He Doesn't Stand Out?[]
- While his crimes do pass the general baseline, he still fails the extremely high heinous standards of Game of Thrones.
- In the TV series he has almost no characterization and is only mentioned.
