Zero Kill Count Villainous Benchmarks

Villainous Benchmarks who have no direct murder counts or at least none that are officially notable and/or indicated. However they manage to pass the baseline for crossing the Moral Event Horizon that didn't get anyone killed, and, as the old saying goes, these Villainous Benchmarks can give others a fate worse than death, or if they attempt high kill counts without successfully killing anyone.

Note: Villainous Benchmarks under this category can never also be under murderers, mass murderers, assassins and especially serial killers for obvious reasons, so it can be considered this category the opposite of them. But a villain under this can be homicidal or genocidal if they were willing to kill, but never succeeded in doing so.
