Stories that have overarching villains that are above the Big Bads. While Big Bads act as the main antagonist of their story, being a figure that heavily drives the plot, the Bigger Bads have roles that indirectly affect the story with their crimes. Bigger Bads usually have more influence and less screen time, considering they are the overarching focus of the story. Bigger Bads in here may be villainous benchmarks, because of their lack of focus or crimes relying on fridge horror to remain as mysterious threats.
Note: In order to have Bigger Bad antagonists, there must also be Big Bad antagonists that have a central focus in driving the direct conflict of their stories. It can be possible for Bigger Bads and Big Bads to overlap if there is a spin-off series where the actions of the Bigger Bads/Big Bads have indirect effects through the actions of their servants.
